The M.U.S.C.L.E. Twenty eight pack

28 packs were definitely the way to go if you were serious about building your collection.  There were four different packs to choose from, and there was no chance of getting doubles, as there were specific M.U.S.C.L.E. figures exclusive to each pack.  However, even if you bought all four 28 packs, you were still going to be 112 figures shy of completing your collection.  MATTEL gave you just enough figures in these packs to build your collection fast, but not nearly enough to complete it.  You had no choice but to keep buying more!

The M.U.S.C.L.E. Story...

There was also a comic strip on the back of every 28 pack which gave you some vague insight about M.U.S.C.L.E.  This comic also gave you the names of the two main characters "Terri Bull" and "Muscle Man"  Check it out...
